Clarke: It pays by results
Kenneth Clarke, justice secretary, comments on the ‘payment by results’ scheme for prisoner rehabilitation:
“As part of our radical approach to rehabilitation we are considering a range of payment by results schemes like the Social Impact Bond.
“The voluntary and private sectors will be crucial to our success and we want to make far better use of their enthusiasm and expertise to get offenders away from the revolving door of crime and prison.
“It pays by results. We’re going to pay what works and what works should therefore grow and what doesn’t work will vanish.
“I like the innovative funding, the payment by results, the collaborative groups, and if it succeeds it will grow and if it doesn’t, by that time we will be trying something else.
“But sooner or later, something has got to be done about reoffending.”
